I'm not trying to bitch, but there's no such thing as "the best rapper from the West Coast" because every MC has its positive & negative qualities.
Still...the following rappers have definitely proven their skills:

2 Pac
Snoop Doggy Dogg
Ice Cube

The greatest is the Bay area's own 2Pac.

No questions ask, he was the greatest rapper ever. The best lyrist could be Biggie, or Rakim, or Snoop, but 'Pac was just the greatest rapper, he had everything, lyrical skillz, content, freestyle talent (Blasphmy), raw emotion, impact (who else has their lyrics studied in college courses), and record sales (highest selling rap artist ever)

Then I'd go Ice Cube, Snoop Dogg, Rappin' 4 Tay, M.C. Ren to finish off the top 5 with M.C. Eiht, Kurupt, D.J. Quik, Xzibit and Too Short to finish off the top 10.

DOC is from Texas, but if you want to add him to the westcoast list, then he'd be number 4, after Snoop.
