Spice 1 said it in like '91, so I think it mighta been him
yeah, i was thinking that it was deffinately a bay area term first......i know it pre dates compton city g'z, no question

Eazy-E's second EP is a response to Dr. Dre's The Chronic album which contained the Eazy-E diss track "Fuck wit Dre Day (and Everybody's Celebratin')". 187 is the police code for homicide in California. This is the first time Eazy-E wrote all of his own songs it use to be wrote be Ice Cube.
The EP features the G-funk and West Coast sound that was created by rapper/producer Cold 187um, who first introduced this unique sound on Above The Law's album Black Mafia Life.

So it´s pretty clear that it´s a Bay Area term and that Spice 1 probably was the first to use it.
