Rumor is that they're trying to get an investment group to financially give the fighters money up front.  Top Rank is trying to cut Golden Boy out of the deal (Mayweather hired Golden Boy to negotiate terms with Top Rank and Pacquiao before).  Either this is a legitimate move by Top Rank or just a show to delay the process.

It's not like if Mayweather is the only one that has stated Pacquiao lost all 3 fights.  Many fans and experts have all stated this.  It's even more obvious with the II and III fight of the trilogy. 

And it's really not about Mayweather agreeing, it's more on Top Rank.  Mayweather has agreed to many stipulations from Top Rank's side on the fight, and the fight still wasn't made.  This is all just pressure to finally get Bob Arum to make the right.  I mean, just look at the new excuse that's coming from Bob Arum.  That Pacquiao won't be ready for a May 5th bout because his cut won't heal in time.
