Maybe the west didn't get worse. The east got better. Look at Jay-Z, Nas, and undeground talent like Cormega. Mega be blazing.
But I think the west is making a comeback.

Y'all might not understand what I mean but I don't think that the West "Fell Off". I think that the West just "Fell Asleep". After 2Pac died & deathrow fell I think that everybody on the west just chilled. But I do think that the West is starting to "Awake".
