Guess this picture was taken in Jamaica. Can't find a real news story on this, other than some professor is using this picture on how not to dress in the classroom. I also is in some areas of social media, but no one has interviewed the teacher or school about it. Some Jamaican public school government official said that there was nothing wrong with her dress though and teachers are encouraged to dress professional, which she had a blouse and skirt. So basically, this is a none issue.
