Ronald Reagan, who Bush wants so hard to be. He did nothing 2 solve the crack problem of the 80s, except launch the inadaquate "just say no" campaign. Reagan believed that drug use was a personal decision, and that the government had no business trying to help those who needed it.

What did Reagan think of the 5% of African Americans who had used crack? They made their choice, and they should face the consequences, without his help. Disgusting.

He had the same opinion of those infected with aids. Some in his whitehouse(and some say Reagan himself) believed that aids was a plague sent by god to punish homosexuals.

They weren't counted because they weren't cast properly. If a ballot is not properly filled out, it is thrown out. That is the law.
