It's definitely called "What's Going On". There were two different videos, one where they only showed the typical scenes of the destroyed WTC, and one where they all had this black scarfs around the eyes, as you already said.

yea they origionally did it for aids i think then the wtc happenned and they did one for that.

the origional song by marvin gaye is so much better
