My opinion is Bush Jr had a vendetta with Saddam (right fully so btw) coz he gulf war. I think from day one even before 9/11, he had plans of taking out Saddam. I dont think he's intentions were evil, I think he truely did want to free the iraqi's, but i think the incentive to do that could well have been the oil. Whereas Rawanda doesnt have that incentive for USA to get involved
