No he isn't the first president to run a deficit.  But he is the first president to product a 700 billion dollar swing and 2 consecutive record high deficits.. For some reason, money matters so much when it is ours, and so little when its not.  Sometimes I get the impression people believe a budget is based on points and not real dollars.  A deficit is not the equivalent of a bad score in a video game, it represents real dollars being spent.  It has a significant if difficult to explain effect on our economy.  It doesn't create a direct impact on me or you, it affects us indirectly, by lowering the value of the US Dollar (it has gone down significantly), and by putting pressure on interest rates to rise (they are going up).  Debt also is an expense we eventually have to pay out on.  Just like you have to pay interest on your debt, so does the government.  The more debt we add, the more we have to make to cover the interest payments. Before your taxes get put to good use, a portion of them get whisked away to pay off the debt.  The more debt we incur the more your taxes get wasted on interest payments.

Bush blames the War on Terror for his deficit but thats a poor excuse.  The war on terror cost around 200 million.  Bush produced a 700 billion dollar swing per year.    Bush ran a huge deficit because he isn't fiscally responsible.  Because he feels it necesary to enrich everyone who has ever supported him.  For example, we are spending 200 million dollars developing more powerful nuclear weapons.  It should be clear that this is an obvious waste of money, but it wasn't to Bush.  He went ahead and spent it anyways.

"The essential cruelty of Bush’s game is that he takes an astonishingly selfish and greedy collection of economic and political proposals then cloaks it with a phony moral authority, thus misleading many Americans who have a deep and genuine desire to do good in the world. And in the process he convinces them to lend unquestioning support for proposals that actually hurt their families and their communities." Al Gore
