From what I know, The Black Spooks was Dirty Birdie and Sly Boogy and they were signed to some label, finished the album, but the label folded before they could do anything.  They did a drop for Julio G. when he was at The Beat that got heads talking...and I first heard them on The Wake Up Show on their Freestyles Vol. 6 CD.  I guess after that, they were no longer a group...Sly did his solo thing, as did Dirty.  So that's pretty much what I know.  And I heard them on that CD in '99 I think it was.

Yea. It was Birdy and Sly. They did shit with The Wake Up Show and Digital Underground.

They both talk about it in the Westcoast2k interviews, which basically gives the full scoop on what happened, but Appetite pretty much summed it up

There's some unreleased audio here

They also did a crazy drop that ended up being a classic(at least to me) for the Wake Up Show, on their Vol. 7 CD...Dirty and Sly murdered that shit.
