If it's not mandatory, why would they have the test?  It is mandatory in my state.  You think I go down to the garage and say "wel, think i'm gonna see if I can talk you into not making my car legal!" ?  I go down to the garage because they make me go down to the garage.

Yeah in Cali you gotta get a smog check every 2 years. I gotta go get mine pretty soon or else I won't be allowed to register.

I don't know. I have never had to take my car in for an emissions test ever. But Cali is pretty anal about exhaust so I guess it's different from state to state.
