Considering I would guess that its not the sort of film which would have major mainstream appeal (I haven't read anything about it to know what its about) , those numbers aren't too bad. Surely its only going to be Outkast fans who are going to want to watch the film anyway?

Maybe you should look up the definition of flop.
Its because no white people wants to see a musical involving all black people.

What a stupid statement.Generally speaking, that is true. Most movies that feature all black characters and that were made by black directors/producers/screenwriters don't do too well. Movies like "Boyz N The Hood" are a rare exception. White people love anything gangsta, but pretty much any black movie that feels too "urban", they won't see.
I don't think its black/white thing, more than its a lifestyle thing. For instance a lot of my friends who don't listen to hiphop and are quite insular to their own white way of life, not knowing about other cultures and such, don't find black comedians such as Dave Chappelle funny because they don't understand all the references in his sketches and standup routines. No-one is going to go see a movie they know they won't enjoy, just for the same reason as I wouldn't go to see a romantic comedy or a documentary film about the Womens Institute.
