That song is not a freestyle and is pre-written man, and biggy didnt answer him back, but if he did 2pac would have been ripped :(

Biggy has been freestyling on his block since he was born, people would come up to him and battle him, and no one came close to him, 2pac.................. well 2pac was just a poet an actor, an image of a thug, he put classic songs, but in no way he was a good freestyler........

Word 2 that

Biggie was tellin stories, in each and every song he painted a different picture... He never repeated anything twice, while all I heard from Pac was "Im a thug, we riders, we gangstas, fuck yall niggas, thug life bioooootch" wtf I got tired of it in 1997. Biggie wins any day.

p.s. Biggie was the first to record a song Me & my Bitch and Pac just snatched the whole idea and made Me & My Girlfriend.
