dre

start it with The Chronic
ended it with 2001

although he's not a "Pure MC" he is a rapper, because he raps plain and simple (regardless of whether he writes his own shit etc).

filled in bits with EFIL4ZAGGIN, Doggystyle.. ohh and introduced the world to Eminem.

FUCK IT! Give the title to 2Pac! Tupac Amaru Shakur! Makaveli!

you said it homie. Even tho he got took from us in 96, he left a big enough stamp to last those extra four years.

Dre was producer of the decade tho.

Puffy,  wit out a doubt,  its gotta be puffy,   nah,   but seriously proberly Pac,  but a strong argument can be made for Dre even though he aint really a rapper,  he can do whatever he wants an pretty much every1 will follow.  Tha only person who ha done more for rap is maybe russel simmons

what're the criteria here? skills? popularity? consistency? name-recognition?

personally i think cats like Q-Tip, Chuck D, Black Thought,  Common and Rakim deserve consideration... they've all got the credentials... i realize they're not the commercially acceptable choice.. but in my opinion these cats have all put out more quality shit in 1990-2000 than Jigga ( i hate 3 of his albums.. but he has 2 dope ones and once nice one)... Tupac... I really like Me Against The World... and All Eyez On Me.. but other than that I can't get into much of it... Biggie.. nah... one and a half good albums doesnt do it for me...

now as for the cats I mentioned above:

Q-Tip: as headman of Tribe he laced us with 5 albums, all good... 4 of them great.  Low End Theory, Midnight Mauraders, Beats Rhymes & Life and Peoples Instinctive Travels... are all near flawless.  Love Movement was solid.. the only flaw on his record is his solo album... which most people found a bit overly pop-ish and lacking focus/energy.

Chuck D: C'mon now. Everyone must give Chuck his props... from 1990-2000 he's been involved in 6 Public Enemy LPs.. including the classic Fear Of A Black Planet and the He Got Game soundtrack.  He also released an incredibly dope and underrated Solo album called "The Autobiography Of Mistachuck".  His book was well written and on point for the most part... and he's never compromised his message or values for $.  He brings energy to the mic most rappers can only dream of... and he always has something meaningful to say.

Black Thought:  I realize that a lot of cats might not even know who this is.. he's the frontman for The Roots... and as such he's been dropping dope rhymes since 1993... The Roots have put out 4 Full-Length LPs, 2 EPs and a Live CD between 1993 and 1999.  Each LP is among my top 25 of all time, and as you can see from my list in the "greatest" thread, Do You Want More and Illadelph Halflife are both in my top 10.  Personally I just don't think many emcees.. even so-called "battle" emcees like Canibus can fuck with BT on the mic... but at the same time he can tell a good story like "Silent Treatment" or "You Got Me"....

Common:  Debuted back in 1992 with Can I Borrow A Dollar.. he was a quick-witted punchline based MC... a cool underrated LP.  When he came back with Resurrection (including the classic I Used To Love H.E.R.) he had evolved into a combination between the simile and wordplay of his first album and a more spiritual and metaphorical phase.  "One Day It'll All Make Sense" dropped in 1997... during a pretty dead year for dope sounds.. and showed his continued evolution as a rapper.  "Stolen Moments" is one of the better story songs you can find... and he can still rip the mic.. as he does on "1, 2 Many".  1999 brought his fourth album... and the one that got some sales and critical acclaim at the same time... Common had finally reached the masses somewhat. Pushing it were singles like "The Light" and "Ghetto Heaven"... This Common LP again sounded different than the rest.. with more of a soulful deep sound as opposed to the very eastcoast-ish hiphop sound his previous releases held.  This was mainly due to his switching from fellow Chicago native No I.D. to production from Questlove and The Roots, as well as Jay Dee.

Rakim ... The God.  Do I really need to explain this one? Heh.  I realize that He's only had 4 albums from 1990-2000, but There's still a lot of classics there, and most heads acknowledge him as the best MC of our time.  Even though arguably his most classic material dropped on Paid In Full and Follow The Leader he still produced classics like "In The Ghetto", "Mahogany" "Let The Rhythm Hit Em", "Dont Sweat The Technique", "Whats On Your Mind", "Know The Ledge"... and then came a 5 year hiatus after a split with Eric B.  in 97 he returned with The 18th Letter... definitely one of the best albums of the year... and probably in my top 15 of all time.  Jammed with end to end burners like "Its Been A Long Time", "Remeber That", "Guess Whos Back" & "When I'm Flowin" this was a tight album both lyrically (duh) and in production... The only blemish on Rakim's record is The Master.. which was a half-assed LP... but still had Ra kickin dope rhymes.. his beat selection was just horrible.

Personally.. when I look at 1990-2000 the only emcees I see without flaws in terms of bad songs/albums would have to be Black Thought and Common... I disqualify BT because he's in a group.. and therefore isn't on the mic as much....

So I'd have to say Common was definitely the best rapper of 1990-2000....

btw... Hawaiian Sophie aint all that.. Jigga spits like 2 lines... Can I Get Open is dope though. If jigga had 6 albums like that he'd be my #1 probably.
