I wanna say Snoop cuz he had Doggystyle, plus a huge part in the ChroNIC, and those two albums are both in the top 5 of the 90's. Noone else can claim that. So, i gotta give it to Snoop, even though Jay Z has killed it since 95.
And i gotta say, if Pac woulda been around, it would likely be him cuz he would still be making hits and sellin crazy copies.

Id say Pac is the man of the 1990s and I hope Snoop will be the man of the 2000s ( I dont want anybody take this place except him).

Either Snoop Or Method Man, Snoop was Great b4 he went to No Limit, then he went down hill...although from recent tracks his style is coming back
But I'll have to say Method Man. Could b cuz i'm a big Wu Fan and think he's got mad vibe. He's got energy that i ain't feelin from most mc's.
Method Man you tha Rapper of the Century, Closely followed by Snoop tho

Dr.Dre is my number one choice. I mean.. 2Pac was so damn great, but he got too many beefs. Jay-Z.. yeah he was cool, but Pac was better when he was alive. So.. my pick is Dr.Dre. Even Mary J.Blige wanted to work with him. I'm sure there's a reason. Plus i say Dr.Dre cause he's a producer (the best) too, not only a rapper.
But other than that Pac is the greatest (for his life, etc..)

Dre's not a rapper by choice. He just rapz. He has a mad list of Ghost writers. He should stick to producin not rapper. Anyway He's gettin into his 40's now. That's why he's makin one last cd. then (from what i heard) he's off to Produce for Ruff Rydaz. Dre ain't got talent when it comes to rappin.

TOOK OVER HIP HOP IN 95!
Umm. He didn't take over Hip Hop in '95. He took over Hip Hop when he dropped the album Vol. 2 : Hard Knock Life. That was his first album that took him to multi-platinum sales and that was in '98. 2Pac was on top in '96 and B.I.G. was on top in '97. Jay-Z didn't even release his debut in '95. It was in '96 and 2Pac ruled that year without any doubt. Reasonable Doubt just recently turned gold so how did he take over the rap game in '95? Jay-Z does make a great candidate for Rapper Of The Decade though. 2Pac, B.I.G., Cube, LL, Snoop, The Wu, or Dr. Dre would be my other choices because they have impacted Hip Hop more or as much as Jay-Z.
FUCK IT! Give the title to 2Pac! Tupac Amaru Shakur! Makaveli!

Jay-Z? hell no. 2pac by far is the rapper of the decade. He used his popularity to spread meaningful messages (Happy Home, Words 2 my First Born, Dear Mama), while Jay-Z has done his usual sex, weed, and now dissing. Jay-Z doesn't impress me. He is extremely popular at the moment, yet he is not using it to spread around somewhat meaningful mesages. Plus, 5 years after his death, people still talk about 2pac as if he is still here. No offense to Biggie, but people don't talk about him in the same light as they do Pac. It's amazing that someone who hasn't recorded a song since 1996 can top the charts on more than one occasion. Any deceased person with that much of a following deserves the title of "Rapper of the Decade" by a lanslide.
I would not consider dre rapper of the decade. Though he changed rap music, he wasn't, and still isn't much of a rapper. If someone has to have someone write the majority of their songs for them, I'd consider them more entertainer than artist.

We all know that even the oldest granny in the world knows that Tupac Shakur is the best fucking rapper ever existed on this motherfucking planet.
Do you all remember how was the atmosphere when ME AGAINST THE WORLD was released?
What about ALL EYEZ ON ME?
If ALL EYEZ ON ME was to be released today it would sell more than 30 million units across the global village!
They all competed with Tupac but they failed including Jay Z
Nas, Biggie you name them. Tupac overshadowed them all!

i would have to say pac.. even though he's dead.. i mean pac really did but gangst rap on the map at that time.........
so my rapper of the decade would have to be 2pac closely followed by Snoop..

i think it would be snoop. 2pac was more consistent by always putting out good stuff but snoop had major roles in some of the greatest albums ever in my opinion..[chronic, dogg food, doggystyle, 2001] then snoop had some other good tracks from his no limit albums [bitch please, lay low]..
