The guy said it was 475mb and that he couldnt do anything about it but

a) I can give it back and have a refound
b) keep it and have a half price refound (15$ instead of 30$)

Is 15$ + 18$ shipping worth  a 475 mb mp3 player?

No...

Just get the half refund and sell that mp3 player for more than $30.
