I don't know the details to what he's done, but everyone knows that the L.A.P.D. has been crooked forever, just like The Predator said with the Rampart Scandal. They've done it all, from taggin graffiti and crossin out enemy graffiti, to droppin people off in the wrong neighborhoods, to killing people and covering it up to where the news never even gets to it...but then having it seem like a rival gang did it, so nobody even accuses them.
