Yeah certain people were talking about this perhaps a decade ago, but were quickly dismissed as being kooks, however then it turns out that what were they were saying was credible after all, as last year it was revealed in the associated press that China would indeed be using a weather modification device to alter the rainfall during the olympics. This is what happens it becomes a semantical game instead, "there are no weather weapons" but if you can modify the weather then yes certainly you can use it as a weapon.
