Some of the artist may not want their verses released or may be asking for a crazy price. The list goes on. There's already a lot of politics behind an artist releasing an album so can you imagine what goes on with 2Pac's family + business associates + affiliates when they're trying to release a new Pac album?

amaru will claim its because of samples, but dozens of original samples have been cleared on Amaru remixes, which makes no sense.
