It was a group. One rapper and one R&B singer. I let a buddy of mine borrow it and you know the rest. They were from Houston and Eddie I think posted they album here. I can't think of they name.

You know what D Nice, you're right!  Tone P stays out in Texas and LA.  That's probably what you were thinking of. Thanks for bringing up the street album, this was a crazy dope one that too many people slept on.  it's still in rotation for me.  Look out for Young Rook's street album, produced by C Ballin, its gonna be dropping real soon actually!
