i don't think he was dissing hammer, that had to be young mc,cause when hammer started off he wasn't hardcore hip hop and then he went soft, young mc use to be a freestyle rapper and was spit'n bacc in the day then when he did his album he switched up a bit yell

The video clip to this song was the funniest shit , Dj pooh cracks me up,in there dancin like mc hammer , not sure who hes really dissing , but this is one of my all-time favourite old skool joints.
