The only up and comers on that list are FOC, Jared, EP, and DAE.

My vote goes wit DAE even tho the others are fresher than a muuuufucka.

Terrance is the best producer on the list so my vote goes to him, I really think him, EP, and Khalil are all pretty much established tho. Specially out west.

Well, with the best "up-and-coming" I mean not very well know, nationally and even worldwide.

DJ Khalil and Terrace Martin are making beats since a long time, but walk in New York (or even a random city in California!) for example and ask a random person: "Do you know the song "I'll Still Kill" by 50 Cent"? He'll probably say yes. Ask him if he knows DJ Khalil, and he'll probably say no. Above that they're only known within a certain "circle" of people.

I just typed the first 5 names that popped in my head so excuse me the list didn't include you dogg, but then I'd have to include Diverse, King Karnov and a lot of others lmao!! Actually, the list doesn't stop since there are so many equally talented guys out there...props to you and all of them!! Keep making that good music!
