I bet the management would be down...  bigger hits/more home runs= a more exciting game.  The reason they dont is because then any college player who wants to play in the majors would have to roid just to make it,  then you'd get highschool kids roiding just to get into college ball and so on until you've got kindergardners juicing.  Think of the children!
