[/quote]  Look again. The name "S. Carter" is listed in the publishing credits. Dre specifically mentioned him writing that song when he was doing publicity for the album. He said Jay came up with some New York shit about Bentleys and Dre told him to change it to low-riders. The 2001 credits aren't broken down in writing credits but the publishing credits show all the people who get credit for working on the track in terms of producing, writing, or samples. If you look at "Training Day" which features the song, the closing credits have S. Carter listed as one of the writers along with Dre and Snoop.
