It wasn't illegal until just a few years ago, so even A-Rod's test didn't get him suspended because it was before the rules came into play. It is ridiculous that MLB went so long without testing for steroids. It wouldn't have caught everything because a lot of the untraceable stuff like HGH, but at least make an effort like you care. I think most of the "Steroid Era" guys will eventually get in if they were that great (Bonds, Clemens, McGwire), but the guys like Palmeiro and Sosa are interesting cases. 500 HR guys always get in but I'm not sure if they were good enough players to outweigh the controversy.

why would some be allowed and some excluded?

thats bullshit.

they should ALL be excluded.  everyone of them.  AND, they should get their MVP, Cy Youngs, all that, taken away from them.
