Both Dre and Mike have been perfectionists throughout their careers.  Dre has taken so long with Detox because he is concerned about it being perfect so that it fits in line with his legacy.  The dream team of Dre and Rakim was supposed to be one of Hip-Hop's most anticipated albums.  We've heard 1 unreleased track and 2 remixes from the two of them.  The NWA album, the Snoop reunion album are just examples of other missed opportunities.  Dre probably didn't want to work with Michael Jackson because there would have been too much pressure on himself.  He probably would have seen anything short of a classic as a failure on his part.

I think he'd rather work with the guy behind the music, then just the artist whos just singing it. Honestly I favor Production sometimes over the artist. So it wouldn't surprise me if Dr. Dre wanted to work with his Hero producer, and not the artist who's just putting the lyrics down. Hell Rappers are opposite, they rather work with the lyricist then the producer.
