I used to have the single back in the day, so can't check it out. However, according to wiki the writer(s) were Coolio, Doug Rasheed, Larry Sanders and Stevie Wonder.

There's an interview from LV (on chorus) which answers ur question.

No, it was not written by Tupac, & its not (or it was not) even a Coolio song. Doug Rasheed made the beat for LV, & it was a LV song. Read it.

theres also a version from LV without Coolio the beat is a lil bit different

but u dont know Pastime Paradise, its a classic
