WHY isn't PAYPAL allowing me to backup my funds??

It clearly says.....Add a credit card to your PayPal account to raise your spending limit, use as Backup Funding, or confirm your address.

I gots 3 cards on there, BUT it ain't allowing me to 'backup funding'. Everytime it comes up like Error: Transaction rejected or some shit. Are you not allowed to have a Mastercard back up a Visa or A Visa back up another Visa?

Nuttin' happened though. I sent an email to customer service, lol, and got nuttin' back. The 3 transactions on my Paypal account says pending, but the website wasn't allowing me to submit the order, that's why I don't why it's sayin' what it's sayin' on THE Paypal. I never got an email before sayin' 'You have authorized a payment to....', plus the products is still IN the cart, like I never ordered. I don't get it.
