i'm going with Snoop Dogg.Dre & Tupac are rap icons; meaning, most people (average hip hop/mainstream fan) associate these two with rap purely; like the first thing to come to mind when thinking about them is "both made HUGE IMPACTS in the rap game".Snoop is still dropping albums, still throwing up the West & that's how he will be remembered; WESTCOAST BABY.Pac will be remembered as the greatest ever & Dre will (sadly) be remembered as Eminem's producer; but no coast connected to them.so the answer is Snoop if you're looking for poster boy of the West Coast.if you just mean the biggiest icon that happens to be from the West, it's Pac, no question.
