Suge was trying to captlize off fans of the original Artist (2pac/Snoop/lady of rage/kurupt sorta) with signing new artist that emulate there flow and swagger.

Makaveli - Realest
Snoop - Top Dogg
Lady of Rage - VK bitch
Kurupt - Crooked I (Though I'm just basing this on the fact that Crooked I was the most lyrical outta them all).

Honestly I wouldn't be amazed if Petey was signed 4 some sorta reason like the above. (Idk lol).
