London would be a dope destination but they could have two cities if they was able to go crazy...not sure they could fit or have the funding for a game like that though... like from SA TO London lol,

Mumbai would be pretty sick.

Moscow would make for a really dark, oppressive kind of environment - could be awesome if executed correctly.

Dubai, but dubai isn't really a city yet... maybe Dubai in 2020.  Set the game a few years in the future.

New Orleans

Buenos Aires

Barcelona - with a lot of emphasis on the Gothic Quarter & the old port
