You seem very young so you never seen him in GWF in 1991-92.  He was actually known as "The winner" Barry Horowitz.

He was better as a tag team wrestler with the Barbarian.  Some wrestlers just don't need to be single, ever.  Sadly his career ended when he had a car accident.

Barbarian was a beast man. Him and Haku... aka Meng... were a great tag team. In WWF and WCW they teamed up and sadly never won the tag titles. But Warlord man was boring.

Barry Horowitz was great. I'd never name a jobber, because they got to be jobbers by being great at selling and moving well in the ring. They made people look like a million bucks, and Horowitz was great at what he did.

Eliminating those guys really hurt when it came to giving new guys a push. Like in real sport Mike Tyson needed to face 15 bums with no chin to make a name for himself. Had he faced Tony Tucker in his 5 or 6th bout his mystique would have been gone before it started. Just like how Goldberg had to kill 35 guys in 6 seconds each to get the hype. Then lasting 5 or 6 minutes against bigger mid card guys was also seen as something special. But if it took him 7 minutes to beat Clacier in a back and forth match it would have hurt him.

Say what you want about Bill Goldberg but was a star at the squash match and if they never did those matches he never would have become a star and money would have been lost, although it already was by giving away matches for free on TV when buyrates would have worked better. It's not even like it was a a TV special you could sell ad space for. In the heart of the build had they said the 100th match of Golderg's career would be a special TV event and somehow pitched it to Viacom for a Saturday night CBS TV spot they could have done great long term business. Bringing in a Clash of the Champions style show in 1999 would have helped compete with the taking over WWF. One huge Saturday Night Goldberg 100th win and for a shot at Hogan's title at the Great American Bash could have Saturday Night Main Event type numbers and created a deal for a cable channel to run similar events 6 or 7 times a year and even 3 or 4 Network events. Ah well.

You just might have hit the nail on the head with that.  You know who I feel for?  The 2 men who weren't chosen as the tough enough winners.  Did they feel vindicated that the 2 women didn't have good careers, did they get criticized for losing out tough enough to 2 women?
