It's a '94 track. I don't know if it was produced by Hutch. It sounds more like Overdose who did These Reasons.

How do you know it's from 94?

Court documents had it listed with the record date 6/8/94.

Nope that's produced by Overdose and that's either a pre-mix or the OG of These Reasons. Record date according to the court documents was 7/16/94.
