You small market teams just have to start spending.

It makes the players hungrier and work harder. Look at how Mauer signed a $184 million contract and became Mr. No-Show. I'm pretty sure Kemp and Pujols will go down the same road eventually. Plus Ichiro's contract ends after next year, who knows how much teams'll pay for him (if he's still productive and chooses to remain active that is)?
Baseball comes down to pitching in the end. If you get some great young pitching talent (like the Giants), you can win.The Yankees & Redsox have the best lineups money can buy & although they've had their shares of World Series wins this last decade, small market teams have gotten & won it all.
To be fair, not many sports the world over have salary caps like NFL or NBA do, Baseball is doing no different to any other sport. In every sport there will always be bigger teams who offer bigger money. It doesn't make it uncompetitive.

But the statistics don't lie. Just look at the playoff teams of the last 15 years
