It's not bad album - there is few cool joints and few fucked up remixes.

i think Still I Rise contained better actual verses from Pac  (i.e. deeper shit)

but Thug Life was one of those special cd's where tracks 1 to 10 were all dope as fuck.  in fact 2 of my 3 favorite songs on the CD are the two without Pac on them (Don't get it twisted and Street Fame).   Street Fame has the illest beat ever...Big Stretch was the man at producing (and rapping).

Yeah, 2pac had improved by the time he was recording Still I Rise.

"Pour Out A Little Liquor" and "How Long Will They Mourn Me" are legendary tracks.  So its kind of hard to dispute that Thug Life was a better album.

Still I Rise is very close though and it was an excellent project.  All the remixes were improvements on the O.G.'s.   "Black Jesus", "Hell For A Hustle", the title track "Still I Rise", "Baby Don't Cry", "Letter To the President".  All those songs are better than Thug Life if you take away Thug Lifes two Monster tracks.
