I can tell you right now, having bought the Doggystyle album the day it came out, no one thought Gin and Juice would be a timeless hit and people would be playing it 30 years later. The album charted and has good streaming numbers, so SOMEONE must be listening to Out Da Blue. I'm sorry that the random twenty 18 year old gangbangers you surveyed in LA aren't listening to it. I doubt those same 18 year olds are listening to Gin and Juice or Dre Day right now either. And they ain't bumpin RBX either. So if that's your metric that decides what is 'good' music, you got a lot of failed producers and rappers out there who have 'fallen off'.
Here’s my thing with that bro, I don’t think it’s even about the sound but if you linked Dre up with any other rapper in his 50s that’s looked at as more a celebrity figure rather than a rapper, the sales would still be the same and to even make the charts that point is a feat in itself. Eminem is still looked at as a rapper so his credibility is higher from a rap stand point than Snoop so he’ll obviously out perform on the charts.

Doggfather was for many the first disappointment back then from Death Row after Hits like Chronic, Doggystyle, Dogg Food, All Eyez on me, Doggfather was boring. Last man standing is more of a compilation album where 98 came out of Suge Knight, Snoop didn't want it
