It's when Bret was going to go to the WCW, but Bret didn't want to lose the WWE title in Canada, so the way Bret was told what was supposed to happen was that Owen was supposed to come down and get the DQ. However when Shawn Micheals had Bret in the Sharpshooter, just before Bret was about to reverse it; Vince told the ref to ring the bell.

So that's pretty much how the screw job happened.
