well,actually Hitler had his plans ready before that.He was only uncertain about how he would deal with the communist party in Germany.When Marinus,who was a dutch communist,did this act,Hitler used that as proof of the danger of the communist party,named it a complot against Germany and he prohibited communism.The communist party was thrown out of the parliament and Hitler was a big step closer to becoming a dictator.

So all in all,Van der Lubbe was the unknowing kickstarter of Hitlers tyranny,though I'm sure Hitler would have found another way of dealing with the communists when this hadn't happened.
