I haven't been following what's been going on, but is America at war or going to be at war with France?

Yes.

We initiated a full nuclear strike on the country of France last Tuesday. The battle has been tough and France has responded with the dreaded Pepe Le Peu chemical weapon.

Other than The US bitching about France not backing up the war for profit, I don't think that they have big enough problems to go to war. Besides, if one country (Eg The US) in the United Nations goes to war with another country in the UN (Eg France) then every country in the UN has to defend the country being attacked (In this example France).
