you can build some pretty basic ones using geocities, its pretty easy, just like uploading pictures to this forum and what not, except you dont have to link, its all ver simple. no html required, but you can do it if you want.

you need some WYSIWYG tools...i use dreamweaver, its pretty easy to use. for some nice scripts visit http://www.dynamicdrive.com.
