I'm reading the review right now, the game will be released 11/3/2003 but I think it's already available in some stores.
The game received an overall rating of 9.0 (out of 10) and the IGN.com editor's choice award as well. This is what they said about the soundtack:

This is so cool for LA guys...imagine drivin around in your own hood playin a VIDEO GAME...  !!
