I have a real simple computer question about clickin PROPERTIES for pictures...

Lately, when I right click on a picture I want to use for my avatar it doesn't give an option PROPERTIES. Instead it just says "Save Picture as" "Add Bookmark", etc. So how can I get the address to have an avatar under my pic?
