Man let me just say something. I dont wanna talk about this particular beef, but about the whole situation of rappers using Pac quotes or beats. See.. Pac was a West Coast legend. No doubt about it. Personally, I aint pissed off if a West Coast rapper uses a Pac quote or a beat, repping him, using him to rep the West Coast music or the West Coast lyfestyle. I mean Pac is not only a dead rapper. Pac is still right now a West Coast icona like the Lakers, the Oakland Riders, Hollywood, Kobe & Shaq. It's cool if they use him to rep the West Coast. Expecially if those rappers are Spice 1, E-40, C-BO, 4Tay, Daz, Kurupt, Warren G, Da Luniz, Too Short, etc.. rappers Pac loved, and who had nothing but love for Pac. The problem is when somebody who never knew Pac, who never met Pac, who aint even from the West Coast "uses" Pac to sell more money and to make  a name off himself. Eminem. He started quoting Pac 2 times a song. Ja Rule with his infamous: "You wanna see Pac? It's me!" shit. 50 Cent, acting like Pac, you know, "they shot me, but i'm still alive", "till Makaveli returns it's all eyez on me", etc.. Nas making Thugs Mansion remix. Dre and Snoop making tributes for Pac when Pac died hating on them both. Jay-Z making Bonny & Clyde. Those ones really pisses me off. If C-BO makes a track using Hail Mary to repp Pac and diss an East Coast rapper who's trying to imitate Pac's style and the West Coast lyfestyle.. i'm cool with it. Expecially if, like i said, the rapper is just giving Pac respect.
Well thats bs,Ima break it down like this
1)Eminem using Pac's quotes-u think people go "look,Eminem is using Pac's quotes,cool,lets buy his shit",I dont think so
2)Was Pac the only dude allowed 2 get shot?I can get shot 2morrow & talk about it in my rhymes,what?U gonna say Im copying Pac?& with that line "till Makaveli returns it's all eyez on me",that aint copying him,Ras Kass could say the same thing,so can Mos Def,& would they be claimed as copying Pac?
3)Dre & Snoop making a tribute 2 Pac-thats just showing their respect 2 the man,if Dre died or Snoop,& Pac was alive I dont think he would say"hahaha,them pussies died,fuck y'all".If u had a close friend & then u guys would start beefing wouldnt u wanna make a tribute if u were a rapper?& dont say they did that for the money,no1 knew about them making a tribute 2 2Pac in the tour so still they would've gotten the same amount of money if they did the show without the tribute.Even if people knew about it would people wanna go watch the up in smoke tour just 2 see the tribute?
4)why is it when people rap over a beat that Pac did every1 says that rapper is copying 2Pac?Lots of people rap over Biggies beats & no1 says shit about that,east coast artits do that aswell as the westcoast artists.

And about your last question, well.. it's cause Pac was different than Biggie. Everybody but Pac respected Biggie. There's no problem using the same beat or sample Biggie used. I mean nobody hated on him but Pac. But Pac, you know, half the rap game hated on him. And now the same rappers are showing him love and using his beats? (Jay-Z, Nas, even Mobb Deep showed respect to the Lawz..). That's the wrong thing. And 50 Cent calling himself "The Next Pac", Eminem calling himself "The White Pac", Ja Rule calling himself "Pac".....

Exactly WHAT makes it OK for basically any Westcoast rapper to make or remake a Pac-track or Pac-tribute, but you gotta have a "go" from Pac if you're from elsewhere.. ??

I also find it funny how people that actually knew Pac stick up for Pac if somebody makes a tribute to Pac or puts a Pac-verse on their mixtape, and the "Pac-knowers" feel that this artist isn't worthy/didn't know Pac/maybe didn't know Pac/doesn't like said artist... what kinda shit is this.. ?

Is Pac the holy ghost, the lost sequel to Jesus or something.. ???

Man gangsta rap is a game. And sometimes to win you do those things. You diss something over bullshit, you rep the West Coast over the East Coast, you rep Pac saying he was the only realest ni**a and all the others from the East Coast are fake or snitches.. you know. That's not real life: it's rap. About me, like i said i see Pac like Kobe & Shaq, like Hollywood, like Jack Nichkolson, like the Lakers, the Raiders, you know.. Like a West Coast icona, not only a rapper. So if a rapper who knew Pac says: "We are still repping Pac", "West Coast repping like Pac", "We still ballin' like Pac", "nobody can touch Pac", "we still mourning my ni**a Pac", etc.. they are repping the West Coast, considering Pac is a West Coast icona, their leader, their dead boss. And they are "using" him against an East Coast rapper (Nas, Eminem, Jay-Z, 50 Cent, Ja Rule). That's all. If they do that, i'm cool. I mean they are repping the West Coast, i'm cool. P.S. Anyway this thing i said is just a general opinion. I mean i like Jay-Z's Bonny & Clyde track (with the Pac tribute), i like Thugz Mansion with Nas (very good rhymes), i like a lot of tracks who samples Pac etc.. I was talking in general. One thing is to judge on the rapper, another thing is to judge on the song.

You can't compare Eastcoast rappers making 2Pac tributes & rappers shouting out "r.i.p"s and props VS. people who try to sound like him, using his trademarks in videos, dress like him, talk like him, walk like him, getting the same tattoos as him, screaming "killuminati", putting "Westside" on your licenseplate in your video when you're from Staten Island, and putting his name in big letters on their album covers to get $$$.

Please, JOME, I do know that.  C-BO has 2 strikes, he's done hella time in the cage.   I've read a lot of interviews with c-bo, and I have all his albums.   he talks a lot about what he has done.  I don't feel like typing it all out tho.  C-BO is huge, he would fucking destroy 50 cent.  And I ain't even talking about what they talk about in their songs, I'm talking about what they have done.  BO has done a  lot of dirt.
