How to make a photo appear blurry?

yo does anyone know, or can find on the internet something to put on your license plate so that in a photo it will appear blurry and unreadable?  I read about it once before, but I forgot what it was.  it was something like clear nail polish.

i know how to photo edit a pic so it appears blurry but i never heard of something you apply before hand

Photoshop, udner the filters tab there is a option called blur. Just blur the fuck outta it

oh yeah that will work great.  I'll just ask the police deptartment to do that for me before they send me the ticket

there is a spray that you can buy on the net for $30.  but I'm cheap and would rather find a regular household product that I can buy for $5.

this really isn't too much for speeding tickets but more for red light cameras.  I don't normally run red lights, but sometimes you just gotta get thru the intersection.

lol.. we dont have those in many places. only near one dangerous junction and near a junction near the hospital.
