It's all based on everything that would make a place desirable to live. Canada scored #1 for many years in the 90's and we consistently score near the top. Nowadays I believe #1 is Sweden.

I think more people would rather live in LA or New York than any city in Canada.
Good point, why would someone want to live in Canada with free health care, better employment rates, lower cost of living, less pollution and less crime?
