i dont think so...he likes dre..he wrote for him..featured him and truth hurts in his blueprint 2:gift and the curse...featured daz and kurupt in "change the game (remix) ...him and jayo are coo now...he was featured on the drop it like its hot remix wit snoop...the line of "i give dre his props..but that were it stops" meant that he's great and dre iz too cuz he did it all and dre too,there both on top and shit ......and plus pac picked on him cuz he was rollin wit biggie..ja-z never dissed him...atleast thats wut i think

Jay-Z dissed 2Pac subliminally on songs and freestyle witt this nigga named Sauce Money....last year ther was a mixtae name "We Don't Fuck Witt 2Pac" or something like that and it featured all tha rappers that dissed him and i think Jay-Z  had a couple tracks. I'll try to find out tha correct name and give you tha tracklisting

So what if they dropping songs witt him dissing Jay-Z? thoses songs were gonna get released coz they were from his Makaveli period. Your acting as if 2Pac is alive so he can stop tha songs from being released. I always figured Jay was inspired by the West. He's used a lot of lingo that started there ("H to the Izzo...") and reached out to producers like Quik, Rick Rock and Dre, and artists like Snoop and Tha Pound. Sure, you could argue that he's bitten some of the style and lingo, but he wouldn;t have done that if he had a problem with the West Coast as a whole.
