2Pac had Biggie.. Mobb Deep... Chino XL... Fugees... Jay-Z... but he never lived to complete his beefs. I'd love to see him respond to their disses that were released after he died. They were recorded when he was alive. 2Pac never got to complete the beefs.

I would have to say 2pac still cuz he was beefing with alot of people ... mobb deep, chino xl, big, jay z, ll cool j, da brat and others I can't off the top of my head now. LL comes second, but 50 is getting close that is if he doesn't get shot again.
