I think so if you consider some of the things that have taken place lately and what we have in store in the next 8-9 months.

-New Dj Quik Solo
-Dpg reunion with Kurupt seemed to trigger peace with with alot of controversial rappers, beefs have been squashed and we can all expect new tracks and albums with the whole doggpound again.
-Game seems finished with 50, his label just signed dresta and the young hoggs who are definetly talented.
-neone that likes guerilla black can look foward to him
-DETOX (hopefully)
- New solo's for sure coming from Jayo Felony, Crooked I (it will happen) Roscoe (hopefully)
-Yukmouth will be at it again with solo cd's whether its uga 3 or million dollar mouthpiece, and the regime as well
-c-bo coming out of the pin in june, everything wcmg has dropped has been nice. we willn ow hear new shit with c-bo,yuk,killa tay etc
-some young rappers besides crooked and game are starting to consistently make bangers like dresta and young hoggs, bishop lamant and more.

It seems like regardless of what and who you like if you a westcoast rap fan you have some things to look foward to.

Just depends on how the mainstream take it. I'd like to be able to listen to the radio again. I hope the midwest is coming up too.  The east and south both had their hits, but lately shit has been pretty bad. Something needs to happen.

hopefully A LOT of the album expected to come out will.... 
But, taking the fact that everything takes time, I think if everyone works hard
on albums, then in a year or so the West will look like what it's supposed to, even if East and South ignore
it's for us right!?
