That's what I know:
I think What It Iz was recorded around the time RR&GB came out. In 1998 XXL article about Daz says he has a 6-song/6-video project called What It Iz in the works to be released on Death Row. So I doubt he'd talking about Suge in the song and at that time.
In the same article they ask him if he'd ever work with Dre again and he says: "If he pays me, cause he still owes me." So I'm pretty sure he's talking about Dre in the song.
Who else? No idea. Snoop maybe.
