Cougnut had one of the tightest voices, check out some of his songs like Public Execution, No Witnesses, Scandlous, Tell Me Something Good.

Others : RBX, Tray Dee, King George, San Quinn.

RBX, CPO, BIGG PIMPIN, XZIBIT, KING TEE, CHUCK D.....they got some tight ass voices....if i had to choose i would choose CPO.....but everyone else is close
